Biv’s “stay down” stacked with “final stand”

Does anyone know if this has been ruled on? That would make the IP freak out!

Why is a ruling needed?

Final Stand depletes and Stay Down exhausts. Biv can perform 3 Close and Personals, which means up to 6 attacks. But then he's useless afterwards for a while.

Some would argue he was pretty useless beforehand too...
