If you use the ability to reinforce the group that's activating, does the redeployed unit get to activate too?

Yes.

You activate a group by activating each figure in the group in the order of your choice. After each figure's activation you pick another figure in the group that has not yet activated. If more figures appear in the group, you can and must eventually activate them. (See also Spot Weld adding a Junk Droid during the group activation. You must activate the Junk Droid after the Ugnaught Tinkerer figure.)
