That would make the card a lot more useful, but as far as I can tell, it just delays their attacks until after yours.

Just think of it as changing the conflict sequence from ABAB to AABB or ABBA, depending on which player uses it.

That'd make it broken you mean. As is it's quite good. It makes their ability to attack you much reduced anyway since they've got to defend twice in a row or lose provinces etc. and you get to choose two rings before they choose any.

Keep in mind that you don't get a pre-conflict action window between your first and second conflict if you play Breakthrough.
