I'll be traveling so pre ordering for me will be a challenge. does anyone have some exact dates when these dynasty packs are coming out?

No dates have been confirmed. Expect an announcement in first week of November hopefully.
Nothing definitive, just a really good guess. They said early November. I expect them the first full week of November, who's Thursday is the 9th. I'll hedge and say plus-or-minus 1 week, but I think it's pretty solid.
The weekend prior to that is Worlds 2017 - of which 4 days are L5R tournaments. Now, they could start releasing stuff before that (they won't) but it wouldn't be legal until after Worlds. This means they may release it the Thursday of Worlds (which I don't expect). I feel they'll start showing up the following week.

"Beginning in early November, one Dynasty Pack will be released every week for six weeks. "

So more than just announcement in early November. I imagine they'll give some specifics by the end of this month.

They sold the AH Path to Carcosa deluxe expansion at Gen Con 50 this year, about a month and a half early.
Nov 9 or Nov 16. At least one website have put Nov 16 up as the date, but we don't know if they just made that up or not.

If I'm not mistaken I think they also sold the base game of Arkham Horror LCG during their Horror Halloween event the same year it hit retail.
Just go to Covenant Gaming and subscribe there. They do a LCG subscription that will make this easy for you.

If I were a betting man, I'd say November 9, with the Thanksgiving pack arriving the 22nd or 24th to get done just before Christmas.
The end of the announcement article adds for the cycle to start "shortly after the Worlds Tournament" so I think it's a safe bet the first pack or two (or maybe even more) will be available to buy at Worlds, and official release of the first pack is on 11/9.
