Shizuka Toshi action clarification

I'm a new player to L5R and I find myself getting sucked into it (this is a good thing). I played the starter game from a single core set with my son this past weekend. He played Lion and I played Crane. He won, but let's not dwell on that now. My question is regarding the action ability of the Crane stronghold. When picking a character with 2 or less POL, do I consider any attachments that character may have or do I just use the base POL on the character itself? My feeling is that you use the base character value and ignore any attachments that increase POL and we played it that way, but I would love confirmation.

If it means "base", it'll say "base". Regarding your stronghold, if they have an ornate fan that gives them a total of 3 political, you're out of luck.

Not just attachments. Also things like Honored status if the glory value brings the political skill above 2.

If anything like Banzai gets released for political, that would work too.

Basically anything that modifies the skill is taken into account.

Minor side note. FFG uses the word printed instead of base.

Oops, it seems for this game they use printed for cost and base for strength.
