Yeah, because Phantoms are just tearing up the meta right now.

At this stage, there are so many PS10/11 turrets, you could reverse their nerf and they'd still be confined to the doldrums of outliers.

So many? I count two - RAC and Nym. I have yet to see anyone throw VI on Han or Dengar.

So, if we say one article for Guns for Hire release (1) one each for Wave 12 and 13 (5), one each for Regionals and 2018 System Opens (2) that's 8 articles you'd expect to see between now and the holidays.

That's pretty much one a week.

Absolutely not. One thing that will never be undone is the phantom nerf for many reasons, but the best reason is that Kylo Ren exists in the game. Sure, that PS 10/11 ship gets to fire before Whisper, maybe once? That is, before Kylo RAC makes it PS 0 or blinded. Then it's business as usual for Whisper.

Oh I'm not advocating for that nerf to be removed at all. I'm just saying it has so many counters now that its already fragile frame looks more paper thin than ever.

It's not the number of ships, it's the frequency of their appearance and the consistency of their gimmicks. Virtually every Scum and Rebel list has Nym now, and a PS9 turret with a decent bid is still as likely to unload on a Whisper without any issues.
