No.

PTL is only once per round.

For one stress he can take a third action, but he has a really terrible dial for clearing stress, so PTL is a bad upgrade for him, mostly.

Also, as soon as you receive stress it prevents you for any further actions. So say you took PTL and Experimental interface with Vader with the idea of getting 4 actions. The theory being after your first action you use your PTL, so that after your second action you could use the EI.. as soon as you used PTL, you got a stress. So now you can't even do your Vader bonus action much less the EI free action.

Technically that wouldn't even work since Experimental Interface requires an upgrade with the "Action:" header to do. So you'd do your maneuver, do your first action (focus), second action (evade), PTL to target lock, and then trigger EI as a nested action, do whatever action you have from an upgrade card with the action header (none), then gain a stress from EI, then gain a stress from PTL. Hope you roll well, because Vader's gonna be sitting in time out for 2 rounds unless someone with Inspiring Recruit is close by.

You can however Push the Limit off your SECOND action...

Also, PTL and EI explicitly stack.

So Vader could in theory e.g.:

1st action focus

2nd action evade

PTL Barrel Roll

EI Daredevil

Gain two stress.

(next round: explode)

Derp, yeah. In theory it's possible, but nontrivial. The analogue would be Jake Farrel doing focus>roll>boost>daredevil, which is possible.
