I think he was answering that question humorously. There is no hand limit, so it's theoretically 40, which is the number of cards you (typically) have in your deck. So if your whole deck is in your hand, the limit is 40 =)
Conflict deck size is 40-45 cards so 45 is the actual maximum. There is no rulebook maximum but if your opponent keeps bidding 5 every turn, you may want to bid 1 for a couple turns to make them worry about their honor.

Ah..... Ha! Sorry, I was playing against scorpion. He had 12 cards in hand. So I missed the joke...

Yeah hand advantage is one of the most important elements to build while you play. This is commonly a deciding factor in winning (unless Dragon put their province under their SH in which case you get just 4)

We were running little mini 20 card decks. Highlander format. One of every conflict & dynasty card of whichever team. My son, happened to be playing Scorpion splashed with crab. I was playing Unicorn splashed with Dragon. I attacked in at least 6 times into his province with fertile feilds and couldn’t break the province. Half the time, I couldn’t even win the ring. I had Shinjo Altansarnai out on turn two. My son, never got his champion out & only lost because he dishonored himself due to running out of his conflict deck. If, we had been playing normal decklist size I doubt I could win. Playing against Scorpion is maddening. He had these crappy guys out there & somehow managed to neutralize my attacks every time.
There's no hand limit, but we've already seen a Crane card from the upcoming cycle ( Disdainful Remark ) which benefits the player for his opponent's large hand size. Potential future cards like this, combined with the loss of honor if you need to recycle a deck, I expect that big-hand decks will be a thing, but they won't run too rampant.
