Is the developed yet? Playable? There's lots of new cards making use of Hero/allies traits, but so do not see much posted about this one.
Scout Archetype
There is no mechanic using this trait. Like Istari, Noble, Ranger or Warrior. We found cards (especially attachments) reserved for them but there is no ally who rely on having hero of this trait, or hero who help others heroes or allies of this trait. So, about gameplay, it is only useful to have one to carry the right attachment.
And even among them scout is probably the one with the less "thematic" cards. It give me no motivation to buid one.
Good luck!
The only card that I feel like I might be able to build a Scout deck around is Scouting Party:
But it's not really enough by itself to carry a deck and I don't feel like we quite have a critical mass of Scout characters yet.
A lot of the Scout cards seem to come from the Rhovannion region, so I'm wondering if the next deluxe will fill in the corners of the Scout archetype for us.
The only time I ever made a "scout" deck was when I played through The Drowned Ruins, which incidentally just might be one of the scenarios most vulnerable to the toolbox that "scouts" bring to the table. Lots of location management, then burst willpower when you need it. But they're not unique mechanically and thematically they're all over the place. Don't know if it will be developed into a real deck type of its own.
One might imagine a Dale archetype with a Scout sub-theme in the future. Kind of likes Dwarves with miners. We're a long way from it at present. There are only like 4 or 5 Dale characters in the total card pool, but all of them except for Brand happen to be Scouts. As for other scouts, they are spread widely over Rohan, Gondor, Noldor, Silvan, Dunedain... even Harad. Basically everything but Eagles and Dwarves?
