Hiyas, if as an action or reaction I change the ring to another ring with fate on it, who gets the fate? I'm assuming its the person who did the action or reaction. Just checking as we have a rules lawyer in our group who will argue he gets the fate.
Changing ring to one with fate on it
If your rules lawyer friend is the attacking player, they get the fate. From the Rules Reference document, page 14 (under "Rings"):
"When a ring becomes the contested ring in a conflict, move all fate on that ring to the attacking player’s fate pool."
Remember, just because someone is a "rules lawyer" doesn't necessarily mean they are wrong.

Similar question but with a twist.
The first ring has a fate on it. The attacker takes that ring, plays it and gets the fate. The defender changes the ring to one with three fate on it. Does the attacker get both sets of Fate? Does the original fate go back on the ring and he gets the three?

Attacking player gets both sets of fate.
Do you still count as the attacking player during pre combat actions?

Yes, the attacking player (and attackers, fwiw) is set from the conflict declaration. Conflict and ring type, attacker declaration, and province selection and reveal are all completed as part of the successful declaration of the conflict. Anything after that point is technically already within the conflict window.

If you are referencing Know the World, it says on the card, and the person who played the card gets the fate. But it doesn't reference "attacking" on it, since a claimed ring is different than an unclaimed ring and is different than a contested ring (Which is the ring chosen during a conflict).
