Another Card Sleeves Question

For tournament play (Grand Kotei, World Champinships, etc.), I know that I need to have my Conflict and Dynasty decks in opaque matte sleeves. What about cards that are not shuffled?

Province Cards: Currently I'm using thematic sleeves with art on the back (specifically, these sleeves). Permitted?

Stronghold: It's always face up and never shuffled. Currently using the same art sleeve if only to keep it safe.

Role Card: It's always face up and never shuffled, although I suppose the other side could be confusing. Currently using a clear sleeve.

Imperial Favor: Currently using a clear sleeve.

Rules Reference Card: Currently using a clear sleeve.

As mentioned in other threads, FFG hasn't posted the tournament rules for L5R yet, however, the language for both Netrunner and Game of Thrones tournament rules is worded very specifically that DECKS must be sleeved. Considering that Strongholds, Provinces, and Role are not part of decks, it stands to reason that no special sleeving requirements will be necessary for those cards (especially as "marking" those cards would provide no benefit to the player).

I disagree on the provinces thing, but only from a technical aspect. Given that you already know which province is which, accidentally marking the provinces will only help your opponent. However, I would consider provinces as part of your deck.

The main reason for this restriction is that FFG's promo printer and production printer only rarely match perfectly, and so to use them you must have sleeved cards.
