So I checked the FAQ and didn't see an answer to my question. Rule by Fear is not unique.
So we could have 4 of these in a squad (not going to happen). But practically you could have 2, and maybe Zillow Technique. If so, you have the potential for 5 command cards to start off with. Not sure if it is worth it or just spending the extra points on an officer or not. Just found it interesting, and nice way to possibly get a command card challenged squad a little boost ahead of time.

It's one of the preview pics. The release version is unique. (This has come up before, I gather.)
Hmmm. Even the image in Startactics IA shows it as non-unique but only allows you to add one. I figured there was some reason why I never included more than one.
