I read the news about the new mini expansion of The Path to Carcosa and saw a new upgrade card for Emergency Cache which goes like this:

"Gain 4 resources or place 4 supply tokens among assets controlled by investigators at your location, or any combination thereof."

the text in bold is the one I'm confused. Any clarification please? Thank you.

It simply means you can get either resources or supply tokens so long as the total equals to 4.
