The game is more abstract now at the character level. I generally assume our battles (military conflicts) are not 2-5 people in a fight, but those people and their most basic military assets.

Just like I assume out political conflicts, rarely represent face to face engagements, and are instead letters written to powerful people, conversations in gardens, gift giving, tea ceremonies, and other things like that.

Agreed. The personalities are more like "head of operations" people.

So Kachiko should have a MIL of infinite because every guy and Hotaru would come to her defense?

I think a - is appropriate for her instead, for the reasons you list instead of a high Miltary.

She is above getting involved in military conflicts, and if caught in one she just gets to go home.

actually... On the pre-release tournament I issued a Political Conflict sending in Shoju solo. The province was revealed to be Shameful Display, and Tsukune was solo defending... The exchange went something like this...
