During a game today, the following came up: Lion has the Historian in play, who is already honored. This increases his political skill of 1 by another 3 (his glory). Crane wishes to use his stronghold ability to bow the Historian. However, the stronghold says " political skill", not "printed political skill", which is a differentiation seen on some other cards and mentioned in the rules reference. It does, however, also not say "modified political skill", which appears elsewhere.

Also, in addition, if said Historian had an attachment giving him +3 political skill, would he then be equally affected by the crane stronghold ability?

The stronghold will have no effect. It looks for current skill. If the character's skill is brought within the threshold by other means, the stronghold's effect will work.

"Modified skill" only shows up in the dueling section, and it's to clarify that when you compare skill values for the duel you compare the characters' current skill + their honor dial. Since the Crane stronghold doesn't say "printed skill" it goes off the current skill of the historian, which in either scenario would be 4.
