Part 2 - can actions in the conflict phase target any character, unless there is a requirement on the card for ‘participating’?

There is no rulebook requirement for a character to be at a conflict to either be the target or the one using their action. All of the requirements are printed as part of the action. Lion's Pride Brawler can target people at home assuming she is attacking.
