Can Tycho take an action after flying through debris?

Yes.

Only asteroid obstacles force players to skip the "Perform Action" step.

Debris Clouds force players to put one stress token on the ship, which causes most ships to skip their action, too, but not Tycho.

Tycho can still take actions.
