Pretty sure that yes, all the normal obstacle rules apply to it.
Yes it is still an obstacle. It's labeled one on the components spread in the LTP guide.
It is one of six obstacles from the core set.

I'm guessing it's because I put a VIP token on the station in my Vassal game with mood today? My understanding is an object is always at distance one of itself, so I plopped the VIP token on top of the station.

This is just a seperate question that occured to me. In hindsight I think it was navigationals hazards that confused me and its very well worded.

Yes it is. Anything that can cause obstruction and isn't a ship is an obstacle.

At distance
means that the token can be anywhere as long as one part is in distance 1 to the obstacle.
Within
means that the farthest part of the token still has to be in distance 1 to the obstacle.
See Contested Outpost for example. It says: "Each player sums the command vaule of his ships
at distance
1 to the station".
This means, as long as any part of the ship is in distance 1 of the station, it counts. Standing on the station does count as well, it is still at distance 1.
Another example for at distance would be the hyperspace assault. The second player can place the ships at distance 1 of the token. Only a part of the ship has to be in distance 1 of the token, not the whole ship.
And one example for moving tokens at distance is Sensor Net. The other player is moving the tokens at distance 1 of the old token. Means you can move further than within distance 1.
An example for within would be the placing of the obstacles (RRG page 10). "Obstacles must be placed within the setup area,..."
This means that the full obstacle has to be in the setup area. And not a single part of the obstacle is allowed to look over the map.
Hyperspace assault is as well a good example for within. And the end of each turn, the second player can move the tokens within distance 1. This means that the farthest part of the token still has to be in distance 1 of the old position.
Squadrons move as well with the within rule (even if the rules do not use this wording).
As you can see, you can move a token further when you are moving it with at distance compared to within distance .
