Concealed armor appears to offer no more protection than traveling clothes. If this is true, why would anyone ever use it?

Have to go to a court setting where you must wear ceremonial garb that doesn't offer any protection. Travel clothing is for just that, traveling. It would be uncouth to wear travel clothes if you were at home hosting visitors.
