Can't take an action that does not effect board state, so can't take an action to remove fate from something with no fate on it.
Noothing says to remove them until the last phase of the turn.
As SideshowLucifer said - a character without fate can stay in play. You can even buy characters and not put fate on them. The only time a character normally leaves play for having no fate is during the fate phase where all characters without fate are removed from the game, and then 1 fate is removed from each character in play.

The personality would stay in play unless the effect specifically dictates that a personality with no fate is removed from play.
Analogy:
Man with knife says, "Give me a dollar!" You show an empty wallet. He says, "Okay, then. Go away."
vs
Man with knife says, "Give me a dollar or I'll cut you!" You show an empty wallet and the man cuts you.
Removing the last fate from someone does nothing that just that, removes the last fate from someone. Nothing else. There are cards that have an additional thing that will discard people with no fate (Mirumoto Raigutsu and Deathseeker, for example). However, If you begin the fate phase with a character without fate, that is when the character is discarded as part of that phase.
