Golden plains clarification

Hi, sorry if this is covered elsewhere but I'm looking for clarification.

Simply put can Golden Plains move a cavalry character from one of your provinces (so unplayed/payed for) to a military conflict without paying its fate cost?

Seems like quite the power to get a Moto Horde or Shinjo out for free even if it's only for one conflict.

I mean we "control" cards in our provinces right? That would be the only limiting factor (beyond the obvious need for it to be a military conflict and the character needing to ha e cavalry). It doesnt specify at home, so could you have a cavalry card in your hand and move that into the conflict for free?

Cards in your provinces aren't considered to be "in game" yet.

No you can't use Golden Plains to target an out-of-play character you control.
