Here are my questions:

1. If I play 'Banner for the Storm' after winning a Power challenge in a character involved in the challenge, can I unkneel the character with the new acquired Vigilant ability?
2. If I play 'He Calls It Thinking' in a character's ability (for example, in Robb Stark's Response: after you win a M challenge in which Robb Stark participates, choose and kill a character controlled by the losing player. ). Can the other player activate the ability again?

1. No. The timing to stand for vigilant (or any other passive effects) takes place before triggered Responses. So, the opportunity to stand for vigilant will have already passed by the time you can attach this to your character.

2. No. There's a "once per trigger" rule. Think of it this way, if the response had not been cancelled, could Robb trigger his response more than once? Thankfully the answer is no, because he can only trigger his response once each time the restrictions are met (ie. winning a Mil challenge in which he participates). And even thought the response was cancelled, it still counts as having been triggered.
