Full win = 5 points.
Modified win = 3 points.
You get a full win if you win the game by stronghold/dishonor/honor.
If nobody won when time is called there is two possibilities :
1) the draw phase isn't over yet : you count your tiebreaker points (see below). If a player has 5 more points than his opponent, he get a full win. If not finish the round.
2) you're already past the draw phase : finish the round.
At the end of the round, count the tiebreaker points. If a player has 5 more points, he's got a full win. If not, whoever got the most points got a modified win.
Tiebreaker points :
+ 2 points / opponent's broken provinces.
+2 points if most honor.
+1 point if favour.

That's how people who participated in the honored London event described it to me. I don't think ffg made an official announcement tho.
Thanks again. That system seems very FFG and believable to me. Hopefully FFG publishes something soon. With worlds less than a month off it seems kind of important.

2 points for each busted province.
Modified wins without modified losses create perverse incentives, as you get more SoS if your opponent gets a full win than if they get a modified win, but you don't get a higher score for preventing that full win. Unless you've been paired down*, your opponent getting 2 more tournament points won't affect your standing, so conceding is more advantageous than sticking it to the end and still losing. If stalling is a problem, just go win or loss.
* In that case, your opponent could catch up with you (or even overtake you) with the extra points.
