One of the advancements listed to progress rank 1 to 2 for the Shinjo Outrider is the Pelting Hail technique

Pelting Hail technique has a minimum School Rank of rank 2.

So how does one go about buying this technique to advancr Shinjo Outrider when you cannot buy it at School Rank 1.

Or am I reading this wrongly?

To purchase an advancement, a character must meet all of its prerequisites or the advancement must be listed in the character’s current school rank .

i.e. Shinjo Outriders can get it at rank 1, for anyone else (with access to Kata techniques, anyway) it's a rank 2 technique.
