One of the advancements listed to progress rank 1 to 2 for the Shinjo Outrider is the Pelting Hail technique

Pelting Hail technique has a minimum School Rank of rank 2.

So how does one go about buying this technique to advancr Shinjo Outrider when you cannot buy it at School Rank 1.

Or am I reading this wrongly?

To purchase an advancement, a character must meet all of its prerequisites or the advancement must be listed in the character’s current school rank.

i.e. Shinjo Outriders can get it at rank 1, for anyone else (with access to Kata techniques, anyway) it's a rank 2 technique.
