In general I think the main problem is not the house rules themselves, but mainly that people want to play by standard play rules. This needs to be communicated to the TO in question and more importantly to the store owners.
Tourneys are mainly a marketing device to stimulate sales, so pissing players off is the complete opposite.
There is a place for house rule tournaments still, but in this case certainly a lot of people seem to prefer standard and standard it should be. Not showing up is certainly a solution as well, but talking to the persons in charge and maybe someone stepping up and doing standard rules based TO should do the trick already. Especially for game nights it's not magic to be a TO. At those smaller events it is usually not even a problem to play yourself.
