So I know there is an action window before the first conflict. Is there one between subsequent conflicts?

Yes. Without the rules reference to hand I cannot give the exact quote but after each conflict you return to step 3.1 (I think) which is the action window.
The rules reference is needlessly complicated about this. A simpler form is:
- Start Phase
- Pre-conflict Action Window
-
Conflicts
- Declare Conflict
- Resolve Conflict
- Action Window
- Repeat until each players has had 2 opportunities to declare conflict
- Check Glory
Note: this means there is an Action Window after the last conflict opportunity as well, for a total of 5.

Last night my opponent declared a military conflict where I (Unicorn) played Cavalry Reserves. I had three copies of Border Rider (action: ready this character) in my discard pile. Choose all three, won that conflict. Before the next conflict, readied them all. Which was awesome for me, but it seemed a bit OP.

Next time you have one cancelled after spending your three fate you'll wonder about that 'OP' stuff.
Anyway, there is an action window before/after every conflict – that's five in total during the conflict phase.
The reason this is so confusing is that they failed to add the 'Action Window' in the text section on page 20 after 3.1 Conflict Phase Begins. But it is correctly identified on page 19. If you use the timing on pages 18 and 19 you will be fine.
This will potentially give each player 9 action windows over the course of the Conflict Phase.
I'm not sure why they didn't mention action windows in the basic rules, I played my first few games without them and got pretty confused when I was watching games on YouTube etc.

Agreed. I didn't catch this until I watch a few team covenant videos after my first couple games.
