Who spends Advantage and Triumph?

Most of the core book seems to indicate that the PC's will be spending the Advantage and Triumph results they get. However, in the GM chapter, there are many instances where the GM can spend Advantage and Triumph. If so, does this mean the PCs can no longer make use of those same Advantage and Triumph results?

New GM, trying to grasp the concept.

Generally, players can use Advantage/Triumph on PC rolls, while the GM can use them on NPC rolls. GM should also be prepared to suggest things if the players are struggling.

Ok. that makes sense. Are there any instances where the GM should spend Advantage/Triumph on a PC roll as part of interpreting the pool?

As a GM, I am always open to suggestions from everyone at the table. Triumph? Despair? Doesn't matter who comes up with the idea, I'm willing to entertain any and all!

The person rolling the dice is given the choice for positive results on dice. All negative results on any dice roll are default the decision of the GM, including allowing player input.

Nah. A GM should suggest ways to spend them if a player is struggling to translate the die result into narrative or mechanical effects, but the final decision rests with that player - as long as it's within the rules and the spirit of the game.

And to this, if you have a player who has no idea what the values of advantage, triumph, threat, despair is - then yes, you end up deciding how it's spent.

This is the approach I've taken and it works well.
