Does this mean that if i have initiative, does the first player always decide who goes first in every round?

If you have it, it means you decide who is 1st or 2nd player for the entire duration of the match. All rounds, not round by round.

No you're first all 6 rounds.
Second players "benefit" is having 1st player use their Objectives.

Last/first is not only being first player. It is being first player AND having more activations than your opponent. That way, despite being first player, you are moving s ship last in a turn. If you are first player and have less or equal ships with your opponent, they will be going last in a turn.
when you have the last activation on a turn, but are also first player, it means a ship effectively, over two turns, is activating twice without the opponent being able to do anything in between.
the trade off is, as said, you are playing against a backdrop of a mission that favours your player2 opponent more than you, generally speaking.

There is also the option to play death match (no objective) and there the initiative changes each round.
I only play it as introduction to not complicate things with objectives. And it helps players feel the difference between going first or second.
