If a ship equipped with a TLT and Ruthlessness fired with its TLT and hits twice, does Ruthlessness splash a total of one damage or one damage per hit, for 2 total damage?

One damage id either or both hit. There's only one after attacking timing resolution point for perform this attack twice weapons, after both attacks.
