Any concern as to keeping track of whether a character has used their action text during a turn already? I see potential for misunderstanding say during a tournament.
Keeping track of action spent by character
Some people do, some people don't. Most people I've played with can keep it straight pretty easy.
The little bit I've played hasn't really had any issues. If you're concerned, you could always use bits, such as poker chips or perhaps extra honor tokens (unless this violates some FFG rule).
I agree that this is a problem. There should be some sort of game state or token that was meant to keep track of this. It's not that someone would do it intentionally but it does get tough to remember what's been used and what hasn't from turn to turn an occasion. And for certain abilities that are allowed to trigger multiple times that gets blurred even further.
I have actually been carrying around just some spare General tokens for this purpose.
Turn the characters that used their actions upsidedown? Then you only have to pay attention to things that can get multiple uses in a turn.

There's no need for it in the LCG. This was how you showed dishonor in the CCG (there were only 2 statuses then), and I bet you'll see plenty of old-timers from the CCG do it out of habit.

Turning personalities (now characters) upside down was the old way of signifying a dishonored status. Not sure if this was meant as a joke, or just a misunderstanding.
It was a joke. Yes, I played the old CCG. And still occasionally do that.
Glass beads are a cheap and easy way to keep track. $14 for a 5 pound bag on Amazon. I wouldn't use tokens from the game, since they could create confusion, but it's not a bad idea to drop a token on a character that has used their ability.

As an old time l5r ccg player myself, I was hesitant to use the turn upsidedown method of tracking because after 20 years of training I pretty much consider anything that is upsidedown to be dishonored, hence my eternal hatered for hourglasses because you can never truly know which side is up.
However it does seem to work in the absence of any other counter that you want to use. I prefer not to add more clutter to the board and in some cases with players using custom tokens it can get a little chaotic.

Make bigger Cards
During the 1000 Years of Darkness when we could have 20 or so Characters on the table we did not have that hard of a time keepin track of actions taken or not taken.
Another option I have used instead of tokens is that you move people to the left or the right of the game board.
I personally take my cards out of their sleeves and cover the action on the card with permanent marker every time I use its action, so I don't see it and accidentally imagine I haven't used the action.
Saves me a lot of time honestly...

You know, in the interest of limiting the altogether ridiculous number of accessories needed for this game, I'm going to start inverting character s to represent dishonored status, and using honor tokens to represent honored status.
I tend to just use the thought machine contained in the bone prison I store on top of my neck.

mines ability to hold data appears to be waning, though that's more 'stuff that happened last week at work' than a game I am playing now.

It depends on how old and drunk it is.
I have more concern about the force (power) count in the conflicts, with all the modifications in play. The counter in Tabletop Simulator is really great, I suppose that one D20 is a good aproach

The rules do state that you are supposed to say the skill totals out loud after each action. In the CCG I tended to do that by instinct. It is very helpful here as well.
