I think more factions would be just as bad as intentional multifaction units.

The difference in play of factions drives this kind of game. Introducing too many factions ends up limiting design spacr, or minimalizing differences, as does neutral units, it kills the unique aspects.

Yeah crazy fantasy players want the option for everything under the sun twice, but it would be bad design to provide it.

Typically in games more characters/factions makes it easier for balancing. Also I do agree that too many can just become to burdensome. I think instead of expanding factions (no more than 6 I think) we just need to expand the factions themselves to create more options within them.

The problem with neutral units is if they're good everybody will use them, decreasing meta variety. I think a pack of mercenaries as neutral figure upgrades could be cool if done right. The existing infantry upgrades are mostly just re-skins of the same few upgrades anyway.
