I think more factions would be just as bad as intentional multifaction units.
The difference in play of factions drives this kind of game. Introducing too many factions ends up limiting design spacr, or minimalizing differences, as does neutral units, it kills the unique aspects.
Yeah crazy fantasy players want the option for everything under the sun twice, but it would be bad design to provide it.
