Does neutral stance count in the adjustment when I go conservative from rekless (or vica versa)? Do I go to R1 from C1 or to neutral when I move 1 step in the stancemeter?

Neutral count as 1 step on the stancemeter.

Yep, Willmanx has it right. Neutral counts as a step on the stance meter.
