When do heroes come into lay

I was just looking for confirmation-- do heroes enter play when you play a new hero card? Or does something else have to happen.

The easiest way to get a new hero is to take the Supremacy Bonus for Order Card # 6.

Once you get a new Hero card (either via Rally Support supremacy bonus or some other means), you immediately take the Hero figure and put it in one of your Strongholds. It's ready for questing!
