I bought What Lies Within DLC via my phone. I have sat down to play it now, deciding to use steam so we can put it on the big TV and it says I have to buy it. Anyone know why it is doing this, and what I can do about it?

Unfortunately buying the DLC on one platform (e.g. IOS) doesn't unlock the DLC on the other platforms (e.g. Steam).
Therefore I bought the Steam version of the DLC since all my friends have laptops/PC's rather than Android/IOS tablets or whatsoever.

Unfortunately this is correct... Different service providers all want to get their cut, so when you buy something in one place, unless you are talking phone to tablet with the same account then there is no cross device unlock...

Here's the problem I have with this. I recently got myself the Star Realms app and found out that not only does the app work on Steam, Google and Apple, but if you buy the DLC on one platform, it's enabled on all the platforms via a login.
So why hasn't Fantasy Flight supported this yet? Who do we complain to?
Then you need to either develop and maintain a separate proprietary app account system (that also doesn¨'t trip over the terms and agreements with all these pltaforms), and/or require a pesky google login to even gain access to the apps' contents, both meaning you need to have access to internet. Might work for city folks, but if you want to take it to a cabin in the woods or you live on the australian contryside or something, you're likely out of luck. I would vote no.

But it doesn't, the sign in is optional. Sure FFG would have to have the account system, but they have their forum logins, so this wouldn't be difficult.
the way the star realms app works is you buy the content on any device. It then, if you're signed in, associates it to your account, which carries over to the other device. You can still play if you're not connected, you only need to be connected to transfer the ownership. And it's handled by the app. So for example in my case I bought the content on Google, but steam doesn't recognize that I purchased it, it doesn't list in my steam library. But in the steam app, it's available anyway.

Doh, didn't know you lived that far! Indeed, going to GenCon could be quite a journey!
Sadly FFG is a physical game company - not a digital one. They really rely on those separate stores for all their accounting. I don't see them getting to heavily involved in to the IT realm and running their own servers. Disney just recently got it so if you buy a digital movie on one platform, it is available on all platforms. I am sure, eventually, this is something that will be done for games as well. It does require steam, apple, amazon and google to all play nice together. There is at least a president for this to happen now.

They have servers already... They have a website, downloads, forums... There is a user logon on the site. At the minimum expense all this would need is one extra field against the user linking to a list of products they own, and the ability to log in to that from the app.
It has recently been mentioned elsewhere that android users actually need to have an internet connection at app startup to access bought DLC:s...
I love this game, but if this statement is correct, that sounds a bit like they brought together some of the bad aspects of from two different worlds (strategies). Poor android users in the woods.

Not enough to warrant screwing over your customers by forcing them to make double purchases if they want to use more than one device.
As they're adding apps, like Imperial Assault now, they need to really look into adding this. All the apps can use the same methods, which reduces any cost concerns.

Everyone is frustrated by this very thing. It certainly creates a negative experience when using these things. Buying movies digitally has been around for a long time and they are just now getting all those different digital sources being synced up. There may be a few app companies out there that can link their products through different stores. FFG really isn't one of those companies. End result it won't happen any time soon and only if this is something done by the different 3rd parties coming together to share customer information and their purchase histories.
Until then, the best you can do is to pick a platform and stick to it.
I'm not frustrated (and I imagine I'm not alone). I honestly understand in line of principle why some users are pissed, but in the end the vast majority of scenarios can be played for free on any device. So, pick one device for the DLC and enjoy all your other scenarios on all your other devices. It's not like DLC elements impact on the other scenarios. At the moment we have 1 DLC every 5 scenarios or so, so, there should be plenty to play regardless.
