in the very first mission of the campaign there is the action "resign" printed on the living room card. Am i allowed to take this action from the hallway or do i have to enter the living room to take the action?

Unless specified otherwise, you need to be at a location before you can take an action printed on the location card.

Any triggered ability (the bold arrow, lightning bolt, or swoosh) on an encounter card can only be triggered by an Investigator at the same location as that card unless explicitly stated otherwise.

That's what i thought but the flavor text after resigning makes no sense to me
Also, another question which comes to my mind: am i allowed to use class cards from the dunwich legacy campaign during the other campaigns? (i.e. the campaign from the core game)
yes, there is no rule against it. Some people may wish to do a more restricted campaign where they use only cards available at the time, but that's completely optional.

Ofcourse, just as you can use the Dunwich (and Carcosa) investigators in any other campaign. It adds to the replayability of the game.
