Depending on how their system works, it might be as simple as someone tabbed into a record & tabbed out without changing data, but the system auto-saves when the cursor leaves the record, so the last updated date got updated to the current date.

But the system still considered that a change, so changed the "Most recent update" field.
Or there's another explanation for why it happens, but it doesn't really mean much. The times where we've seen a phantom update and something happened soon afterwards are substantially equal to those time where we got one and things continued as normal, with no new changes for many weeks afterwards.

This is highly disappointing.
To clarify, the shipping of the DoR book is sad, not the hopes and dreams of Mystic players. Seriously why is this hitting shelves before Fully Operational...

Are we still looking at March for a release, even with no further updates? I need to know when to just start banking every point of XP I get from games so I can splurge properly the moment it releases (after spending the requisite amount of time agonising over whether to take Alchemist or Prophet. My character is already a Mystic talker with a penchant for toxins, so I'm potentially spoiled for choice.
