If a fast action has a resource cost (i.e.- Higher Education- spend one resource: you get +2 lore for this skill test)- can I pay twice to get +4? Can I pay as often as I can afford?

Absolutely. Generally, if you can only use an asset once, it will require you to exhaust it.
