Imperial HQ and Ruthless Tactics

There's been a little debate in the local group on whether these two cards can play off of each other or not. I personally can see it going either way.

Ruthless Tactics: Resolve one of your dice, increasing its value by the resource cost showing on it.

Imperial HQ: Before you resolve a die showing a resource cost, you may exhaust this support to decrease that resource cost by 1.

So you play Ruthless Tactics to resolve one of your dice...so the question is, does this trigger the "before you resolve a die" condition on Imperial HQ?

Yes it does. "Before" is an interruption effect for resolving a die and Ruthless Tactics tells you to resolve a die.

I would think that Imperial HQ does interact with Ruthless, only because the wording on Ruthless is the resource cost showing as opposed to its current effective cost. So you'd still resolve the die with the bonus and with a cost reduction.

Yeah, sounds like Ruthless Tactics is looking at the printed cost, otherwise that Before effect would reduce it.

That was my initial thought too. But now imagine the interaction with the LR1K. You can use Ruthless Tactics and still exhaust a character to resolve a dice for nine damage for free. That's frightening.

Yes, you can do 9. You can also do Salvo on LR1K for 6 to all for free (with Hux special and exhausing character). Lots of new possibilities.
