1: No. 'After executing a manoeuvre' is a trigger which takes place between the Clean Up substep and the Perform Action step. If you go into Perform Action, you've missed the chance to use it.
2: Whatever the normal range on your target lock acquisition is. Range 1-3 unless you have Long Range Scanners equipped, in which case, range 2+.
Last bullet point under "Boost" in the Rules Reference says, "Performing a boost does not count as executing a maneuver."

Right, but if a boost action comes AFTER a green maneuver and you're in range 3 then K-4 is still technically also AFTER the green maneuver. K-4 does not say "Immediately After" a green maneuver.

LRS is range 3+, for clarity.

Two full rounds later during the planning phase is also technically "after completing a green maneuver" but I assume it's obvious why you couldn't trigger K-4 at that point. Not trying to be a jerk just giving an extreme example to demonstrate why waiting till after the boost also doesn't work.
As the other guy said, any ability that specifies "after X" is ALWAYS immediately after X. See the FAQ with the clarification on Gunner, which does include the word immediately and they clarified that as a reminder with functionally no actual meaning within X-Wing.

Adding the word "Immediately" to the card would not have any game effect.
From the FAQ: "Immediately is used as emphasis on some cards, it is purely reminder text and has no distinct game effect." V4.3.3 pg5
'After x' is a trigger point meaning 'when x has finished, before anything else happens, if multiple effects have the same trigger then they go in initiative order then in the owning player's choice of order', with the caveat that when x is 'attacking', or 'defending', it's more complicated.
