Simple answer:
No
If you've ever played The Legend of Zelda, you have Fortune Point containers, just like Link has heart containers, As you use fortune points, you empty those containers, you can refil them from the party sheet when there are sufficent points to hand out.
However one big difference, by the end of Zelda you have usually acquired a dozen and half heart containers, In WFRP 3rd, you never get anymore fortune point containers.
Pretty simple magic item. Lucky Charm. MaxFortune=MaxFortune+1.
Where is that from? Haven't seen that.

A similar one, I've used: Bag of Magic Beans. One-use fortune point per bean.

What would you say is "incompetent" about such enchanted items?
You can have a max of 3 as a player. I our game however I allow the players to leave fortune points in the party pool if they do not wish to take them. They are only allowed to take fortune points from the pool whenever I award new ones however.
Lets say all three players have 3 fortune points and they earn the third fortune point to the pool. They do not wish to take any fortune points and instead store them on the party sheet. They can't take any fortune points from the party sheet at will however, so they would have to wait until I awarded the fourth fortune point to the party sheet.

Never said it was, but don't have the book with me. It's just my interpretation of how it works and it may or may not be 100% identical to the RAW.
The point is, that players need to get over the WFRP v2 mindset. v3 fortune points are meant to be spent often and frequently during the course of the game. They shouldn't be hoarded. That's why the game has a mechanism to refresh the PC's fortune points.
The fact is, the PCs should not need more than 3 fortune points at a single time. They should be spending and freshing (due to good roleplaying) throughout the session.
I thought (and I don't have the book on me) that when the Fortune Pool has as many points in it as players they take one and then it empties out. There's not a 'take it if you want it' option. Although I do like the stack sitting in there option. What if a player sits on one and then the pool fills again, can they sit on two or does the first fall off?
When the pool = # of characters, everybody takes one.
If a character has 3 already, he can still take one if there is an immediate use for it, like removing a recharge counter from an action card.
If a character has 3 already and no immediate use for a fortune point, it remains in the pool and reduces the total number of FPs needed until the refresh happens again. For example, with 3 players the refresh happens when there are 3 FP in the pool. If one player cannot take one, it remains in the pool and only 2 more need to be awarded before the refresh triggers again.
If the pool = # of characters and no one can take one for some reason, then no more could be earned until some were spent. This hypothetical situation is one that really should never happen.
