I get why the question would come up but I don't think you can ever "suffer 0 damage" under the current rules.
I think a good analogy would be looking at Keyan Farlander vs the two versions of Blinded Pilot. The old version said next attack roll 0 dice. So there's still an attack happening, which means there's still a chance to modify your dice, so Keyan could still spend a stress to "modify 0 eyeballs" even with no dice actually rolled. By contrast, the new Blinded says skip your next attack, so Keyan would not be able to ditch a stress because he didn't even do an attack, not even with 0 dice.
The bombs don't "deal 0 damage" (ala old BP "roll 0 dice") when you don't roll any hits they just "dont deal damage" (ala new BP "don't attack")
To ever "suffer 0 damage" you would need a mechanic something like "when you would suffer 1 or more damage you may receive a stress token to reduce that damage by 1" then you could theoretically reduce your received damage to 0 but still "suffer damage". I don't think anything like that currently exists in the game though.
