Can a squadron with the keyword: 'Strategic' make use of its ability if it is engaged and cannot execute a movement? Would it be considered to 'end a movement' if a physical movment did not take place at all?

If it is engaged, it cannot move. If it cannot move, then it cannot "end its movement".
