I'm just seeking verification for the use of Command Dials (CD) and Command Tokens (CT).

The window to generate a Command Token takes place immediately after revealing the Command Dial. In other words, a ship that reveals a Navigate must either convert the Command Dial to a Token or spend the Navigate Command at the appropriate step in the activation process, or discard the Command altogether.

Which means you need to decide if you want to use the nav command, before you get to whip out your man tool to check anything.
