Maybe, but it lets you roll into combats with Focus + Action of Choice, and then recharge that Focus bank as able. And Focus is much more valubale than Evade, generally, since Focus is the only token action that can be used offensively or defensively.

I'd love this on Poe. Lock my focus away and let me take target locks. If I'm running Intensity, i can grab an evade or target lock depending on the circumstances. For 2 points it's even sweeter, I also like the idea of a R2-D2 Lone Wolf Poe being able to boost or target lock depending on circumstances.

I think there is an argument to be made for adv. Opt. with intensity. Banking the evade is great, sure, but what poe really needs is a focus EVERY ROUND PERIOD. So intensity can be used to get an evade, but even when blocked he has that focus.

I'd like to point out that Rey is also only 2pts for a similar effect.

Better actually, since she can bank multiple and allow you to stack her focus atop a focus action

She's also unique and Rebel only and Crew.

And yeah, she's very, very, VERY good.
