I thought his ability was good against TLT, which is one of the biggest threats to arc dodgers. There's obviously better abilities in an ace than this one, but I think it fits pretty well actually.

I think that Dash Rendar is a huge home-run for this mindset. His ability does SO MUCH to sell how excellent of a pilot he is - even at PS7 you get a real sense that he's head and shoulders above even other elite pilots. Despite the Shadows of the Empire book demonstrating that he's as good of a pilot as Han, he absolutely doesn't need PS9 to showcase that skill.

And besides, some of the biggest offenders don't even have a fluff reason to be at max PS. Miranda Doni? All her wookiepedia page says is that she's a K-Wing pilot who got shot down. Dengar? Isn't he so mad about life in the EU specifically because Han beats him in some disastrous swoop race (thus the bandages) and keeps evading Dengar's revenge (presumably through, well, out-piloting him)?
