I just opened a few packs and pulled a Palpatine and Tusken Raider. My current team is Palpatine/Nightsister. Would swaping out the Nightsister for the Raider and adding the options of the yellow cards be a good move?

I've never tried it, but seems like Jetpack could be really good with Palp. Also gives you access to some control cards like He Doesn't Like You, Electroshock and One-Quarter Portion.

Also, you could see if you can get a Fast Hands and Cargo Hold, to play Fast Hands on the Tusken and then move it to Palpatine (to prevent his awesome dice getting mitigated)!

I have cargo hold but i don't think i have fast hands.

Cargo Hold isn't that hard to find (it's a common battlefield). I'd also keep your eyes peeled for more cards from Empire at War. Looks like there's gonna be stuff in there that moves upgrades. Palpatine gets destroyed by dice control, but if you can move Fast Hands to him, you can avoid the dice control.

Can cargo hold move things like Force Throw to my Raider?

Yeah, basically, Cargo Hold can move any upgrade between any two of your characters! That's how it avoids the new errata that made Fast Hands "yellow character only".
