My question is this, when the campaign level goes up do the monster levels automaticly go up as well or does the overlord have to pay for each upgrade?

For example let's say when the campaign went to from copper to silver he had already payed to upgrade eldritch to silver, does he have to pay for the other two monster types to upgrade to silver or do they do it automaticly?

No they dont. The OL has to buy them for the printed XP cost.
