Some lore requested ... ISB and Imperial Intelligence

Hello everybody! I am currently running a short campaign where players are Imperial soldiers. I am planning to add several NPC's both from Imperial Security Bureau and Imperial Intelligence. But I cannot find who's in charge of these two organizations by the time of the battle of Hoth. I don't care if info comes from canon or legend since my "universe" is pretty much a "what if?" one (in fact, Luke Skywalker has been captured due to the actions of the PC's so canon is already changed)

I've read the name of Ysanne Isard (daughter of Armand Isard) but it's unclear if she's chief of II or ISB. Please can anyone help this padaw...err...dark side student?

Ysanne Isard chief of the II and nex6t in line for the title of great cruel dictator (according to Legends Timeline) having her Super-Star Destroyer the Lusankya build beneath the surface of Coruscant and using it as a high security detension area for very special prisoners (you can enter it through the deepest ruins of the former Jeditemple)

I don't think the ISB hasn't any leader mentioned within Legends/Cannon (or at least no one I would be aware of as an antagonist, maybe a name drop but that would be very slight) ether it was under the direct order of Palpatin or Vader or it was commanded by the Ysanne via the II

Nightone, Ysanne commanding ISB via II was something hinted in the legends entry of the wookiepedia IIRC, but my main source of lore is Imperial Sourcebook (from WEG) and it says there that ISB and II are antagonists and even go as far as to sabotage each other actions. That's why I find weird than a single person can command both organizations. Anyway if there's no other info I'll go with that, thank you.

We can see that nowaday everywhere: e.g. There a a lot of Stores & supermarkets that are very antagonistic to each other on the surface and if you talk with lower members of the staff they will offer a fair share of dislikes for theire counterparts, BUT if you look at the higher ranks you'll find that thoses store seem to be part of the same Holdings, and while the customers think "I don't like Market X and will spend my money on Market Y" and the shop attendees say "we the X Market are far better than any Y Market", The true bosses are laughting about it since they make the profit ether way.

So it would be absolute possible and reasonalbe for Ysanne to lead both organizations and keep them thinking as rivals to gain better results out of each.

Check out the old West End Games Imperial Sourcebook (available as a free download from the D6 Holocron website)... If I remember rightly it had some really good stuff on the ISB, Compton & Imperial Intelligence.

Seems like Canon has deviated from Legends a little. The ISB has always been part of COMPNOR, but it looks like the Legends director of Imperial Intelligence (Armand Isard) and the Ubiqtorate are now also part of COMPNOR.

As far as leaders, the Legends leader of the ISB was someone named Sollaine and Intelligence I don't think has a leader named in Canon. I'd be tempted to make Intelligence led by Ysanne Isard and have some interfamilial bad blood be adding fuel to the ISB-II conflict.

IMO, just remember the two organizations serve very different purposes. The ISB is the secret police and loyalty enforcement of the political structure. Imperial Intelligence is the information gathering and subtlest hand of the Imperial military. The ISB looks inward at the Empire's populance while Intelligence looks outward at the Empire's enemies.

IIRC Imperial Sourcebook doesn't bring any names on this topic, I think it's prior to the appearance of Isard...but anyways I've got a physical copy, I'll check it out this weekend, thank you!
