If the Reds are able to convert another player, there's a reasonable chance that they win. So, based on that, we ought to try and kill one of theirs to prevent a win. (At least, those of us who are still town. That's me and Mad, as far as I can tell. And possibly Dras and Caldias if my thoughts on vigilantes being ascetic pan out)
On the other hand, the cult leader's role passing on to a second in command would be totally unbalanced. I'm inclined to view that as a lie Toad's been telling. Which militates towards lynching Toad. I could easily see him trying to play up the threat of the other factions because he's down on his luck and wanting town support to try and get back on his feet.
No question he'll sell the town out if we leave him alone long enough.
The only question is: is it the best move?
If he's not lying, and the other factions still have conversion capabilities, then this game was over for town before it even started. Still, if we're playing for our win con as it stands right now, and not as it might change to in the future, our best bet is to try and lynch a member of the faction that's ahead. Toad is the least of our worries in this scenario, because the other factions are vying for control and about to win.
If he is lying, then the other factions don't have a conversion anymore, and our best bet is to get rid of the faction that can still convert.
In that case, I'm going to try and be an optimist.

If there is a chance, this is our best way of finding it. If there's not a chance, what we do today doesn't matter.
I admire your optimism Oni... but now is the time to be a pragmatist...
if you eliminate me you do take out a threat... ONE threat that is out in the open... but you leave behind TWO threats that are hiding and will rebuild themselves
